Just past the half way point for the above game, which by-the-way is
my first play-by-mail. And I am enjoying thoroughly! But can
someone give me some advice!
If you have captured an enemy leader am I presuming that you have
also captured the item. More-so if you have captured the leader am
I able to steal it from him?

What "item" are you talking about? If you capture him you strip him of all his artifacts. If you haven't done so, he doesn't have whatever it is you thought he did.

This is an interesting question. In MEPBM there is not a defined set (well
not a published one, in any event) of rules as to what happens with
artifacts when you capture someone. You will know you captured an artifact
because it will show a different character (of yours) owning it. You may
also get a message somewhere in the game that says "artifacts were taken
from..."
As far as I know, you can steal artifacts from ANYONE as long as the
artifact is in the hex.
