They wouldn't need to declare at all. Remember, the winner would be the
player with the most *total* points in his/her five nations. Thus, a
powerful neutral side could win. The ending of the game would still occur
at the same time, though. Hey, with five nations apiece, we might even get
a One Ring victory! (Has that EVER happened?)
