Who has to agree?
How do you NOT play in one if you are against it?
The turns cost the same, presumably?
Can I play 2 neutrals !!! ???

I will inform players about the status and take a vote. Anyone who then
does not want to play (say one out of 25 playing positions) I will ask.
Generally I chat to the players a lot when creating any "variant" game - so
you're always welcome to ask.

Yes - we don;'t charge extra for turns, nor do we charge less.

Nope. If pre-aligned game then yes.
