We too have experienced this phenomena, in our team game against Harley.
Din Ohtar on Gundabad failed to take down Waulfa.............who was an army
commander!
With no risk of challenge & insufficient troops to do damage, I had assumed
he got in an agent,- guard location, but perhaps he actually attempted to
steal gold or other offensive action.......
In any event, Din was thwarted by the local militia, and it cost us Gundabad
in subsequent turns. I actually asked Rob at Harley during pubmeet in
Reading about this.........
Essentially my understanding of his answer was that the militia act
independently of allegiance. Although friendly nations between LR & WK had
not been achieved at that point, he indicated/implied it could
help.............
(& if they have since, I ain't saying Sam!)
Marc's message content would seem to indicate (the GSI confirmation bit) that
either
1)Din failed his 615 roll.
or
2) Waulfa was thwarted in trying to do an offensive agent action.
I suppose Sam (elected team captain) could ask the Woodies and confirm what
Waulfas agent order was.........an offensive action or a guard. Sam?

There was a huge stink about the "local militia" thwarting agent
actions by allies on the GSI list. The context there: the Noldo had
moved the one ring into Barad-dur (owned by the dark lts.) and the
cloud lord assassination attempt failed; the dark lts. got the message
"thwarted by local militia" and the dark servants freaked out.
We got a (rare) confirmation from GSI that this message has nothing to
do with the pop center stopping an agent action; it is generated when
some agent actions fail in one of your population centers (especially
the capital).
In other words, this is information that something like a 615 was
attempted in a pop center that you own, not a message that the pop
center actually stopped the agent action.
(I find it entirely possible that, say, a band of soldiers could
detain and stop a spy working for their side by mistake..but that
isn't even relevant in this case.)

Yes Din O has a lot of bad luck - we're just hoping for some more bad luck

*** Probably this from a GM perspective. All I can recall was we were
surprised to be alive - actually ecstatic...

From a strategic point of view, I'd prefer not to say, but in the interests
of information disemination, Waulfa's orders were something like
guard/train. Dino bounced off the WK fortifications.
And there was much rejoicing.

Nope I lost Din Othar in turn 7 or 8 trying to assassinate a sinda bastard,
but before that all he had accomplished was being beaten half senseless by a
NM character. So no kills for him in game 117.
BTW the sinda later got what he deserved...a big, ugly and dirty knife in
the back...now revenge is sweet.
I think I've got you all beaten. In game 14, on turn 2 Din Ohtar challenged Dudannis & lost to him. Unfortunately I was the Long Rider.
Still, by the end of the game my emissary squad was taking MTs off SG & I'd threatened away the Sindar capital & captured most of the Eoplex, so things picked up a bit.

Din Ohtar had both agent artifacts with him, by the way...
The northmen were defeated around turn 15, but dudannis was still alive and kicking, recruited by
the Noldo.
We had to keep reading rumors of Dudannis work until turn 30, when we managed to smash him.
