its not as if we DS need the help, but I'm always one for the pursuit of
knowledge, so I'm going to ask a question and hope that it gets answered
....
Can a fleet (with troops) threaten a undefended pop centre without a port or
harbour on a hill/rough area ?

p.s any hope that the twins can wander off to help the woodies ? They are
starting to be very 'annoying'.
How can you even be on a hill/rough hex if there is no port or harbour?
As far as I know, the only way would be if you were there when the
harbour had just been destroyed.
