We will keep all our forces(agent,emis,armies) within our realm,unless atacked of course, and hope all others will do the same. If you have to pass through my realm or coastline I would want prior consent and then it shouldnt be a problem and unless you were headed for a fellow neutral I would keep that information to myself.
