Deft would have had the same problem.

if I was deft, then I would cross-check the incoming
WC with the game that produced the WC. If its the same
person, and the first time its being used, then I
would accept it without question.

If its not the person who got it, then I would ask
them how they got the WC, and still accept it (and
contact the original player for confirmation if I had
the time).

But if the WC is being used for a second time, then I
would automatically reject it (regardless of who is
trying to cash it in).

Deft did seem to keep track of who had the certificate and do some
crosscheck. To avoid reuse, it was basically a coupon you had to turn in
with your startup request.
