It means you make the commitment up front that you will not drop the game, period -- that you will play your positions to the final outcome, whatever that may be. Gunboat games especially are skewed by drops. I'm in a no-drop GB game right now, and apparently one of our players dropped anyway (reason unknown) so there you go.
