The rule stipulates : “You may not take offensive actions against unknown characters…”
This has been clarified in the post referenced above:

How do I get to know?
I know Tarondor is NG.
But does my nation know?
If not, how do my nations get to know? (and is it both duo nations, or just the nation that found out naitonality that knows.)
I am assuming any spell or means (such as rumor, or seeing a car on your pop center) that does not give nationality does not get me to “know” the nationality.
So if I see Carrog on my pop centers, he steels gold and them moves back to Barad Dur to name agent, I cannot take offensive action on him on Barad Dur because I do not know his nationality!!!???
If through a spell I find out that Jeniffer is in the army of Marchared, do I (my nation) know that Jeniffer is Eotraim? Do both my nations know?
If I reveal caracter on Ji In and I find him on still NG Osigliath where I am there with my South Gondor army, I cannot challenge him!!!???
Lets start with that.
This rule has huge huge implications now that I think it through - did not catch my attention when I started the game.
Starting information is known. Any other order results that provides you with the Nation of the Character ID means you (and both your nations…) now Know.
Jeniffer has to be Eothraim or he/she/it would not be “in an army of” a known/starting Eothraim character.
Ji and Carrog you KNOW from starting info.
You’ll have Names on PC reports, rumours, etc. Until your get a nation with that info, you’re toast.
Mind you, this is only OFF your own pops, right? Free reign at home, if I recall?
