Is it possible to transfer all troops out of an army (order 300 something)
to
another army?

I assume your army then disappears, right?

Or does the program make you keep 100 troops to maintain an army?

As Mike says -- bad idea if you have food, war machines, etc. that you want to keep.? But if you don't have any baggage, it is a way to hand troops over to someone else who can even train them on the same turn.

Also, as it is a miscellaneous order, it can be combined with a command order on the same turn, while 780 is a command order.? So for instance if you wanted to do a command order at your capital (such as 185, 300, or 728) and also wanted that army commander to give his troops to someone else, the 355 order can be the way to go.

Another use of it is if you have an army with a lot of troops and perhaps 101 food or something, and you want to use that army to reinforce and feed the other army.? You can do this -- use the 355 order to give the other army all your troops except for 100 infantry of some kind, then later in the turn use the 780 order to transfer command to the other army.? The 100 infantry troops you have left will eat 100 of the army's food, leaving 1 unit.? The transfer command order will transfer the last 100 troops plus the 1 unit of food to the other army.? As the other army now has at least 1 unit of food in the baggage train, it can now move at full speed on that turn -- regardless of whether it 'ate food' earlier in the turn.
