I'd agree with Brad on this, communication should be encouraged when getting new players into the game. I certainly feel a lot happier when I find myself playing on a team with people who communicate about turns and I would view this as a major factor to the success of a team. In my opinion teams which communicate generally do a lot better than those that don't.
There are some positions which require less communication than others and perhaps this shoud be thought of when deciding which positions should be offered to new players. For example, while cardolan requires coordination with it's allies as to where they are directing troops, this nation does not have to get drawn into communications concerning artifact hunting or the deployment/formation of agents in the early stages of the game. As such it free's up time for the new player to learn more general things about how to play the game while observing how the rest of the team handles these matters (assuming the rest of the team communicates). This makes it an ideal position for a new player to take on and when he does decide to play positions which have a more varied character base he is more prepared to handle the nation. The fire king is, in my opinion, a good starting nation for new players for the same reasons.
