There has been considerable discussion and debate about the extent to which emissaries are allowed to execute the Double order in Gunboat. I would like a clarification on the current Gunboat rules in regard to emissary doubling of agents.
(1) Is doubling of agents of the same allegiance allowed? (I.E., if I am Arthedain, may I double Dwarf agents?)
(2) If not, then is it allowed to double agents from the other nation of the nation duo controlled by the same player? (I.E., if I am the Fire King, may I double Cloud Lord agents?)

Clint, can you double an agent of your allegiance if your ally knows you are doubling them. An example would be the QA allows the cloud lord to double an agent, that way the cloud lord can take advantage of the double scout as he gets the information from the QA.
The problem there is that your ally doesn’t know that you are going to double his characters, and if he does, someone is cheating.
I don’t think there is any grey area here, you can only double characters of a nation that you’re playing or of an enemy alliegance. You can not double characters on your side that you are not playing.
Not that I have played a gunboat game yet (too expensive), but it would seem doubling another players characters is one of the best info gatherer’s around! PLus what if "Roy the slayer shows up on my pop center, but I do not know what alligence he is… Now I can take no offensive action against him because I don’t know which side he is on, there by allowing him to assassinate one of my characters???

Just my opinion, but you should be able to double anyone…
Correct me if I’m wrong (I don’t believe I am) but any unknown character that shows up on your own pop center can be considered a hostile character, thus allowing you to do offensive actions against.
Zalendar, you are correct (unless I am severely mistaken). My understanding is that unknown characters that show up at your pop centers may be considered hostile and may be dealt with in whatever fashion you deem appropriate.
That addresses Kitirat’s concern about having to determine the allegiance of unknown characters at your pop centers before dealing with them in a hostile manner. Basically, you don’t have to determine their allegiance ahead of dealing with them hostilely.

How about a known character on one of your pop centers? EG if I’m playing the Dark Lieutenants, and Ji Indur shows up at Barad-Dur on turn 2, am I allowed to use Urzahil to double him? Or if a ScoChar shows the nation ID?

You just answered your own question. Anything goes for any characters on YOUR pop center.
From all the stuff I’ve read he wouldn’t be allowed to double Ji Indur because Ji Indur is a KNOWN character. Only UNKNOWN characters you can do stuff too.
Its when a ‘known’ character turns up that I find the only problem with Gunboat.
Some people take the dubious honour of naming characters after starting characters that have died in the game. Since you assume someone like Elrond is always a Noldo Elf. If Elrond dies and you do not know about it and an Elrond turns up at your pop centre (and you are playing a Free Nation) You cannot do anything to him until you discover he isn’t the original Elrond which can be troublesome.
Naming characters in 2950 after 1650 characters isn’t as bad… But does confuse me <grin>…
