I suppose as long as it is agreed on up front. As far as the communication delay, I don't necessarily like it. The concept of a gunboat is no communication. The handing of turns I like a little better, because its still you, running your own nations on your own, without the input of others. One of my buddies was working on the concept of a limited communication scenario, dunno how far he has come with the concept, but it was vaguely intriguing. Of course, like anything else, if it is agreed to by the players, go for it. I just think delayed communication is not a gunboat. IMHO.
