I have characters in the locations of Artifacts and I am having trouble actually picking them up.
All of my Mages (60+) issued 900 PickArt and were told that “continued efforts may succeed” but despite having a bunch of characters at each location, and for two consecutive turns in one location, no one got an Encounter to react with.
I even tried to Invenc last turn and nothing happened so I am completely lost at what to do now.
Yes, you have not told us the entire situation. Is there a pop center there? Was the artifact hidden by another player? Was a previous character killed during the encounter? Did the artifact fall to the ground because its previous possessor was cursed/killed?
When you detail the entire situation, with its various elements, things will start becoming clearer. Both to you and to us.
If you are sure the artefact actualy still is in the hex (Maybe try to LAT it once again), and a InvEnc gets you nowhere, I would say there is nothing else to do than keep trying to 900 FindArt.
I have tried numerous times to pick up artefacts, that where lost due to curses and so on, and it took several turns.
Maybe a dumb question, but have you tried to state the artefact number, (ie. 900 FindArt 14) ?

Sometimes it helps to have one character issue 2 900 orders. In one game we knew where the Ring of Wind was and we knew that the free could not get it (in the Sea by the Blind Sorcerer) and it still took us three turns to pick it up. But as soon as a character issued 2 900 orders it was ours and Erennis is now putting it to good use.
