order. The 728, 731, 734 and 737 orders all state that the new
character will be "at rank 30 or at the rank of the naming character,

RD Yes, even a commander rank 10 can do this. For ten grand I should think
so too!
The 725 order can be issued by any Commander (10-100), and will net you 30 skill
points on the new character, divided any way you choose (including all 30 on one
attribute.)

30. However, Command rank, (as long as the naming character has some) is irrelevant.

But remember that 725 costs 2x what the others do, that is, 10K per
character named, not the usual 5K.
