Hi Laurence,
the problem your having, is with the first initial click, onto the link. This click allows them to view the image, which when you right click on it forces you to try and save as an image file.
What you want the user to do is right click on the hyperlink, and choose "Save Target As", this will then allow you to save it as a .ico file.
Download Accellerator by default, does this when you click on these type of files, thats why it will allow you to save as and .ico not .bmp.
