I've come across what seems to be an aberration in the program.
Hidden pops do not report foreign visitors, regardless of the loyalty of the
pop or the rank of the vistors. Is this intentional and if so why? It's
totally illogical. Just because a pop is hidden, does not mean that the
populace and militia are not on the lookout. If anything they should be
MORE vigilant to maintain secrecy!

I think this had to do with the fact that hidden pop centers cannot be
interacted with by other nations until they are revealed.

But characters in a hidden popcenter can still be
challenged, scouted and assassinated. If the popcenter
doesn't report foreign characters, that means it is
a worse place to put your characters as you will have
less warning of enemy presence than you would at
a normal popcenter. Pretty weird, if you ask me.

RD: Quite right Jeremy. What's the point Sinda keeping the morale at their
capital in the high 90s if Ji Indur, Din Ohtar & Khamul can turn up
unannounced? This isn't just weird, it's crazy, and should be changed.
