Agents escaping is based on the agent rank of the hostage, and the agent rank of the character that is holding him. I really good agent, caught by a mid-level guard, will usually escape the round he is caught, or before the "Execute Hostage" order fires the next turn. A mid-level agent, caught by a mid-level guard has a much lower chance of escaping on any given escape attempt.
Non-agent characters won't even try to escape, so can be held by even the lowest of agents.
When an agent is transfered to a pop center, then the pop center size and loyalty take the place of the agent rank of the character holding him. I've never transferred an agent hostage to a pop, so have no idea how easy it would be for them to escape. Even if a 10 agent escaped from a city with 100 lotalty, it could be another agent had done a Rescue Hostage, causing the escape.
Do all hostages have a random roll to determine whether they escape
that turn?
