You need to buy 3901 food. You eat at around Order time 399 after all
of the various food transfer orders. If the pop center had been a city
which can feed 5000 inf you would still need 1 food in the train. The
program checks to see if you have food and then when you move it
checks again. If the army ate all of the food and none were lefty over
you would move with restriction. A gamble you can try is if you hire
an army at the camp with another commander you can put all of the food
in the camp into the army. Then transfer command to the newly hired
army and you can move full distance. The trade off is the 5000 army
cost and the morale loss of a new army. It still my be cheaper than
buying 3901 food.

The full 3900 food is needed; in fact 3901 is needed,
because the army needs to have at least one unit of
food in its baggage train after food is consumed,
in order to get full movement.

So long as the army has at least 1 food at the time it moves, you can do
this.
