What about a game with no Heavy Infantry or Heavy Cavalry allowed to
400/408/770? (1650 2wk normal otherwise).
Thoughts? How would the game develop? Interested?

I guess everyone would simply recruit LI and LC all the time. Maintenance costs would be higher - it would take twice as long, and cost twice as much to build an army with enough punch to destroy any given pop centre. That means the FP, whose best hope is early military success, get penalised, DS have an ever greater chance of winning. 83.3% of games will be won by DS
Counter balance this by removing the ClL, or just his agent SNA's, and you have a more viable proposal. But I'm not sure if you'd get many takers. I _like_ character games, I like the reduced armies of 2950, but I think I'm very much in the minority there. The WotR variant, is all about taking the 2950 base and dramatically _increassing_ the role of armies.

Stay the same
What about the starting armies....??
Net results:
Difficult to attack mountain hexes because most armies are unfed so DS gain
Commanders are easier to assassinate while they recruit because they will stay around longer so DS gain
Dragons are devastating so DS gain
Early military gains are difficult so DS gain
MA are proportionately better so Conjure Hordes is a better spell so DS gain
Emissaries are more important for taking pop centres. Borderline, but DS start with both emmy artifacts so get a good start
Navies will only be able to carry weaker armies. DS gain
It will cost more overall to build effective armies (lots of turns paying for troops while recruiting). FP gain.
The last item is insignificant compared to the rest so I expect DS to win overwhelmingly
