Does anyone know if the following is still understood to be the needed
loyalty + Emmy rank for improving pops? Does having less than the required
total give no chance of improvement or just a negative modifier?

70 Village

90 Town

110 Mtown

130 City

Wolf

My understanding is that the premis still holds true - from experience this
list gives us the optimum chance and it is still possible at lower levels,
but seriously less likely.

Well, it didn't line up too well. But, you add the emissary rank to the
population center loyalty, the top row, then move down to what
your shooting for to get your percentage chance of success.

    I recomend you put it in a table and use it...

Just for everyone's info, a couple errors crept in, and have been addressed for the
next revision. (Next revision is NOT YET POSTED.)

Summary of changes/fixes include:

INSTRUCTIONS sheet:
ADDED that dead and hostage characters must be removed from ORDERS.
CLARIFIED only one item per cell for required info.

ORDERS sheet:
FIXED Skill/Order check when people use skill numbers for characters (other than 1st
Char). (ie; c45,a32)
    (Also now shows up better on visible part of SEND sheet.)

ARTIFACTS sheet:
Fixed the Sort buttons.

If you have found any additional problems, please do the following:

1. Re-Read the Instructions Sheet to see if you are doing something wrong. For people
who aren't used to it, the learning curve may seem steep.
2. Check the "Additional Required Info" (green) section to the right of the orders to
see if you're inputting the correct info in the correct format.
3. If you still can't find the problem, E-Mail Middle-earth Game or myself and let us
know. Please give specific details, (including operating system, Excel version, sheet
and cell number where the problem ocurred, etc.), so we can attempt to track the
problem down and fix it.
