In the German version it is "Isengard". Second movie The hobbits and
the ents are all talking about "Isengard" and so is Strider and the
Rohans.

I think the answer is both. In the beginning of hte
third, Saurman taunts Gandalf by saying "KeEys to
Orthanc"

I'm probably stating the obvious here but I think Isengard is the pop centre and Orthanc is the tower. I have no recollection of how it was referred to in the films.

Besides the Fellowship talking about Isengard, I distinctly recall the banter of the Uruks and Mordor-orcs using the word Isengard, but I thought there was an obscure reference to the Tower of Orthanc by Saruman.

At least in the American releases it is consistently called Isengard. If there's a buried Orthanc reference in there, I've missed it in more than a hundred viewings. Although I will admit to having only watched the extended version of Fellowship about twenty times, extended Tower about four times, and extended Return about a dozen times.
But unlike Gandalf and Aragorn, who get a number of their variant names hit upon (ever so gently, the eye calls Aragorn "Ellisar" right before the end), I never caught a mention of any of Isengard's other names.

I'll second David here. The tower itself is known as Orthanc and the
surrounding settlement including the tower is known as Isengard, from
the River Isen.
The Dictionary of Middle Earth should have further info or the old
Iron Crown module might be a good source.
