RD: I say no. As soon as you start doing this, the DS are going to say,
'why can't Cloud Lord have one of his starting agents as A40' etc. Where
does it end?

NM should get a 40 emmy, otherwise with their current
emmy make-up hurts with the "can name 40 emmy" bonus.
Plus, the Northmen have been around a long time as
traders and economically minded folk and have not been
as devastated thru war as the Dunlendings always are,
so I would also be more comfortable with giving the NM
the advantage than the Duns.

The Northmen are in a bad position, admittedly, but then so are the Dragon
Lord and WK, and I don't see anyone urging an improvement in them.
I can see giving the Northmen a 40 emmy, though; it would help their
position considerably. I'm not so sure about the Duns -- do they need
an A40? They're not usually involved in doing much in the early game, so
they can name an A30 on turn 1 or 2 and have an A40 by the time
they can name more characters on turn 6, w hich is usually about the time
they're getting involved as well.

Sounds fine to me - I am hoping to improve the nations less chosen as well
from the other threads that have been going. So NM 40 Em yes - Dun 40 Ag
no. So a similar improvement with the DS as well - QA would be okay with
me.

The difference is bringing in the changes to some of the less used nations
as well - so NM are the obvious FP choice, then Woodies, on the DS side the
WK and DrLd? QA are 3rd choice

Um, not to burst your bubble but the CL *does* start with a 40 agent in
2950, and two of them in both 1650 and FA. I previously documented that
something like 4 of the 11 nations with 'start char at 40' type SNA's do
not have a 40 rank character of that type; that means the other 7 (or
however many) do.
