Allow a character who issue "refuse challenges" to get a bonus against enemy
offensive actions, essentially add a "hide" feature to the refuse challenges
order which also means the character is taking fewer chances in general.
Then give characters in hidden pop centers a bonus against enemy offensive
actions as well. A character in a hidden pop center who also refuses challenges
should be assumed to be cowering inside and be pretty durn hard to find --
but even a normal character who is refusing challenges should have some sort of
boost defensively as well.

challenge" then as blind PC's are what usually nail people (at least in the early
game) in hidden pops. This new order would have the added benefit of protecting
from assassinations, though.

What do u think ? If the PC is hidden, "loose" characters cannot be
target of orders from adversary nations, since such doesn't know where

actually are. On the other hand, since the hostile character isn't in

PC, he shouldn't appear in the turnsheet. I think this is both realist

effective. I believe it to be a more just approach to this topic, while
maintaining a certain level of reality and logic to it....
Even "loose" characters go for a walk, have country homes, or need to
pick up some reagents from the forest. I would say that someone in a
