ME, incorrect information in rulebook regarding Move army and Forcemarch

Dear Clint,

If you are still updating the rulebook, I have a few suggestion for
changes where the rules are directly incorrect (if not this is already
upfated).
If you read the order decription for Move army 850 and Forcemarch 860, the
decription says that an army moving without food only has 9 and 10
movement points. This is not correct, you still have the normal 12/14 move
points without food, each hex is just added 1/3 (rounded up) extra move
points.
