Err? Looking more closely, it might be just the king and prince characters. Are they meant to have 3 orders?

I’ve just noticed another issue. In a c1000 game, quite a lot of my characters are shown as having 3 orders available. I’m pretty sure this is a game where no characters should be getting 3 orders.
