Instead of charging more per turn, increase setup charge for popular nations.

You want Cloud Lord, setup for that is $18, setup for the Noldo $18. Setup for the rest the standard $16.
Increased setup fee waived if you submit 3 choices.

Really, I'm not sure how I feel about this.

On the one hand, I would be upset if I submitted my 3 preferences in the order I'd like to get them and get beat out for my first choice by someone who listed only one choice, because they only listed one choice. That would mean that my strategy to get the position I'd like should be to submit only one choice.

On the other hand, I'm not sure I'd really like to pay more for different positions.

My choice in reality. I stopped playing individual games. My last few games have all been grudge matches where the teams decide the positions. It has the side benefit of making the weaker positions quite playable because you know you'll get good support from your teammates. Playing WK alone can be very challenging. Playing it on a team gives you a lot of flexibility.

When I was playing individual games, I tried to get positions I hadn't played before. Unfortunately, those positions were usually the poplular ones, so I still didn't get them.

How do you price things like south gondor??? If Harad and the
corsairs go free does its price increase each turn now that it is
almost better than most of the free nations? What happen when your
paying 8 pounds a turn for South Gondor and HArad and the Corsairs
hit you? I'll tell ya what, more people quit.

Ulitmately by changing the price per nation, you will find there are
a lot MORE drops as once those higher costing nations look like they
can not win they quit so they can go try again with a medium priced
nation.

It would also cause new "most popular" nations as the best of the
cheap would become the most favored.

You should focus on improving the reasons to play the less
interesting positions. Or just negotiate with players as you have
been and not change anything.

Just a personal note. charging more for positions which have the
same number of orders each turn (as listed above) would make me quit
playing the the game permanently. Again for those who have played
the "lesser" positions and are now looking to the better ones to be
penalized because a few people can turn in three choices is simply
unfair. Each nation has the same amount it can do each turn, it
should cost the same. I am very sure many, many other players feel
the same way.

  RD: No, don't like this. Steve says he want to play Noldo only and pays $18. Fred says his first choice is Noldo but he is also willing to play Sin or Woo and pays $16.

  Surely, because Steve has paid more money, Harle feel obliged to give him Noldo? But this is AGAINST THE SPIRIT OF THE GAME. It's giving in to a selfish guy just because he's bid more money.

  If anything else is likely to make the 'ordinary' players quit in droves, I can't think of it.

  RD: Precisely. If Harle have records, use them to make sure each player gets a fair crack of the whip. If the records aren't adequate, or the workload too great (ie Harle have to put the price up) then just draw lots - it'll even out in the long run.
  That is, if 12 players have all put White Wizard as their first choice, Harle puts all the names in a hat. The lucky winner gets the position. Any player who didn't give a second choice is out till the next game (he can of course always come back with second thoughts but then goes to the bottom of the pile). For the rest, Harle's existing system is fine.
