Thanks to those who took the time to answer. Unless there is any other
comments to be heard from you (by Wednesday - mid afternoon) all I will go
ahead with the following:
I have decided (on the strength of your answers being for closing the
loop-hole) to ban this option from now on. However, thanks to the player
(who still remains nameless and will continue to do so as far as we at
Harlequin are concerned) who brought it up. That player has the option of
using it in the appropriate turn for the next turn as I feel it fair enough
that he not be penalised. (Please note I still object to the use of the
bug.) So from now on NO Special Services will be allowed.

I have an interesting question just come up. We have today found out that
if you choose to have No Special Service as an option in the game then if
it comes to processing (and you don't get a turn in for your position) that
you are NOT knocked out when you should be. (Ie if you go bankrupt on that
turn or if you lose your capital and have no back-up etc).
