wrong.

Although I haven't seen this riddle before, I think the answer would be
Ghân-buri-ghân.
He told to Théoden "we help as we can" (...he helped as he could...)
Moreover, after de War of the Ring (...in the end...) king Elessar gave
him the Drúadan forest (...he did as he would...)
