By now you should have well over 9 characters; you need more Emmies
since your Mirkwood pop centers are vulnerable, and a couple extra
Commanders wouldn't hurt. Both classes are fairly expendable for dragon
recruiting. Agents can make the best use of your double scout ability,
but you'll be using them mostly to benefit your allies rather than
steal, so budget carefully.
Oh, and I hope the FP smash your scaly little butt.
