Can anyone enlighten me, please?

1) If I transfer troops to a navy (355) which puts it over the limit for the transports it contains and then transfer ships (357) so that it has enough transports, will the ships get anchored between these orders?

2) If I transfer command of one navy to another, will the ships go with the navy? It says in the rule book that, if a navy is transferred to an army commander, the ships are anchored. I am not sure if this includes navy commanders in this context.

No. It will become an army with ships. This is one of the many
undocumented quirks about navies in the game. The same thing happens
if you recruit into a navy beyond its transport capacity, or if you
transfer away transports below the minimum necessary to carry your
troops. If an army with ships moves by land, the ships are anchored,
but otherwise they stay with the army indefinitely.
