at 60, my emissaries have stopped posting camps -
excluding FA games, and moved onto the higher commands
(upgrading and influencing other).

    You can be sure that his emmy failed his attempt. Keeping at least one
60 emmy at home is quite useful because you can fill in the extra spaces
that become available (from nations going out) and immediately upgrade to a
Village.

For the newbies (and since some claim I like to hear
the sound of my own voice), the starting loyalty of po
centres are half the skill level of the emissary. So
30 pointers (if they success) produce camps with 15
morale. Any pop centre with morale under 15 can
downgrade one level (so a camp goes down to nothing).
Since a tax rate of 40 could reduce the morale by 1
point, I prefer to use emissarys at rank 35+ - or else
my new camp can go to nothing on the next turn.

You could have a tax rate of 39%, but that's rare in
the initial start of games.

    Hmmmm... I am currently in a 2950 game where I am making a profit of
over 18,000 a turn with a 39% tax rate. We are in the early stages of the
game too. A 39% tax rate can be used to great effect from the beginning of a
game though. Although I find it particularly funny if all of your Pop
Centres have fortifications that increasing your tax rate to 100% can help
support the rest of the team and allow you to have huge armies. If you
capture anything without a fortification you transfer it over to an ally.
