Maybe having one message area/folder/thread for each currently running game (for in character banter between players etc) and one area for rules questions, with perhaps another for proposed changes & scenario modifications, ect...
Also, it definately should have some better method of blocking harassing or insulting posts (not in game insults, but general rudeness to other players.) A brief check turns up a number of discussions which involve someone acting like a 12 year old and 3 other people calling him a coward for not signing his posts and allowing them to kill him if they ever meet in game. Maybe requiring account number to post so that if the board is abused you could remove posting rights from offenders.
