I'm thinking that the line of thought is: some people need a little
boost to a character or two, and this will give it to them. Others
do not need the boost, and as a result, the boost really won't
affect them as much.
Example. +20 emissary gives NM an emissary who can train to 40
without having to name a fresh one. Similar to those other nations
with the SNA's for 40 characters who don't even have a 30...this
would have a much more advantageous affect on THOSE team than giving
Elrond another 20 mage, or Ji another 20 agent...they're going to do
those things anyway...

Variant, this will help to make the position far more secure.
Also how about swapping the BS's backup MT with the QA's town at
3533 (improve this to a MT) This will give the QA a safe haven in
Mordor and also the BS could maybe make use of that no ships lost at
sea SNA, especially if you gave him a nice starting navy there. Or
give the IK a backup.
There are probably other pop centre changes that could be done to
the freeps as well, such as move the Northmens capital to Esgaroth,
or fortify Dilgul.
But, I suppose the question is, is this what you want to do or is
it just characters you want to play around with?
If it's just characters i agree with Tommy about limiting which
characters can improve their agent ranks, instead of disallowing all
agent rank improvements how about only allowing improvements to
characters whose starting rank is 20 or less or that agent rank can
only be added to characters who don't start with it. This could allow
the FP's to get onto a better footing in the agent game early on.
Another interesting idea would be to allow each player to rename a
couple of his characters, so everyone isn't known at game start.
Well that's just a few quick ideas.
