Gents: I'm not in that game, too many right now as it is, but I like this idea a lot.
Would it include adding skills to characters? I.E., Thranduil starts with agent rank? That would take some of the predictability out of things. One would never be sure who did and did not have various skills. Interesting to me anyway.

How about having 20 points of stats to add to your characters at start up?
No stat could go above 50
Only Command, Mage, Emissary, Agent - no stealth or other special abilities
here.
Name the character (or characters it can be split between two characters in
multiples of 10) to gain the stat, the amount gained.
Eg
Northmen Barlin gains +10 Command, Dundanis + 10 Agent.
