The names of Dragons and other generic NPC characters do appear to be
blocked and you will be unable to name a character with their exact name.

Hi Mary,
I've never tried re-using the name of a dead dragon, but I have successfully named a new character after a dead starting one, eg Elrond. So in theory, it should be possible, unless dragons are a special case.

You can use this trick to establish whether a dragon is in a game or
not. e.g. if you try to name a character "throkmaw" and the dragon of
that name is alive, you get "a character already exists"; but if the
character doesn't exist you get the name.
I've used this to confirm that most of the 1650 dragons (and, in
particular, all of those recruitable by the free in 1650) simply don't
exist in 2950.
