Query on 948 order.
Character must be in the capital to do the 948 on gold - you can transfer to
a separate PC (ie not the capital, which is no under seige) and that will
work.

R u asking, Clint? If so, I believe that gold can only be transferred to
your capital or a pop center owned by another nation. If you transferred it
to your pop center, it would just wind up back in your capital as all gold
is kept there. The only gold that can be stolen from a pop center other
than a capital is that pop center's production for that turn.
