Do they eventually just disappear? I've challenged and
killed former regular characters who were listed as being
"from the Unknown" before...do they just go away after a while?

Yes, I think so. 5 to 6 turns is what others have thought. It may depend upon rank. Characters recruited and who's death is someone's victory condition are thought to be an exception.

No, don't think so. It seems to be based only on their rank, the rank of the emissary, and the amount of gold offered - see formula on my web page.
When can you no longer 505 them?
When they have gone away after about 5 or 6 turns, or when your allegiance has changed. (When you are storming across Middle Earth as Rhudaur in 17, and the other neutrals have all dropped in awe of you, you will only be able to recruit their best characters _before_ declaring.)
