Got a question about food and movement. Just when does it check if you
have food enough to use all movement or not?
I have an army with 4500 food at the start of the turn, and my troops
eat 4400 food, will I be able to use all my movement during the
movement phase?

Yes, you'll be able to use get "full" movement (that's usually how it's
referred to, FYI) in the below hypothetical. The "food check" comes after
consumption (remember to include any "direct contribution" a PC may have to
the mix, if you start the turn on a food-supplying pc) but before movement.
The interesting questions come when you start looking at combining multiple
armies, some fed, some not ... I'll say no more on that, for the moment.

The army needs food at the instant of movement, whether or not it actually had food
when the troops were supposed to be fed. If it has ANY food at that time (even just
1), then it will get full movement.
As stated previously, say you have 2 armies:
Army-A: 100 Hvy Cav with 201 food
Army-B: 2000 Hvy Cav with 0 food
Army-B will starve during feeding time (which means morale will go down) and Army-A
will eat all but 1 food. If you then combine the armies (transfer command), then the
resulting 2100 Hvy Cav army will have 1 food, and will get its full movement
allowance.
