movement

Checked and double checked this and it still does not make sense.
Unfed cavalry at 3924, the back door of Mordor. 860 ForcMar w sw sw w
normal. It appears to be 3 into 3824, 2 across the river, 3 into
3825, 3 into 3726 and a final 3 into 3626. But, the army ended at
3726, terrain restricted movement. The only thing I can think it is
is that the 2 across the river became 3 because the army was unfed.
I've always counted bridges and rivers as fixed values unaffected by
the fed status of an army. Anybody know for sure?

They aren't; they're modifications to the basic movement cost, which
is then further adjusted for fed/unfed status.

If you count it that way it is: across the river is 3 (2*4/3 round
up), or count as the enter the hex value : [(2+2)*4/3 = 6].

Either way, you're left at 3626.

I'd say that result pretty clearly indicates that the fed status of an
army does matter.

I'm not sure if the bridge/ford cost has its cost increased
separately, or if it's added into the existing cost to move into the
new hex before the multiplication.

In other words, does unfed cavalry moving across a river with no
bridge while on a road cost 4 movement points (3 normally, increased
to 4 due to lack of food) or 5 (2 for moving unfed along the road,
plus 3 more for moving unfed across a minor river)?

Yes, I believe you have to add the unfed penalty into the bridges,
rivers, fords, etc, as well.
