Do the movement orders actually happen in numerical
sequence as published?
ex. 830 by navy commander sends the navy far far away,
but a character with the navy wants to 870 to another
army that is within 12 of the original hex, but more
than 12 from the navy's destination...will the character
be able to move/join?

The game once permitted a character to move twice in one turn by a
combination of an 820, 830, 850, or 860 order with an 870 by a
character who began with an army, navy, or company. GSI then changed
the code to disallow an 870 to any hex that was above 12 hexes from
EITHER the starting hex or the hex in which the army, navy, or
company ended its movement. So now the target hex must be within 12
of both or the 870 order fails.

which would mean that I CAN move because the navy STARTS in a hex
that is within 12 of the target hex.
So now the target hex must be within 12
of both or the 870 order fails.
You used "OR" above, and now you say "BOTH", which implies "AND"
should have been used above...
My destination hex IS within 1 OR the other, but NOT within
1 AND the other...
