But so much more potential. Access to 2-3 times as many orders, more usable artifacts & a higher potential challenge rank. Now isn’t that worth some extra gold.

It is one of the balancing factors of the game that logic was later attached
to.
Consider it this way: A decision was made. Now, how do we justify it.
In game terms, a C10/A20 is BETTER to have, for many reasons, than a C30 or
an A30. Sure the C30 and A30 have faster paths to success, but only in those
limited fields. Also remember, that some nations get even a weaker mix
because they can name 40 point characters! That said, some advantages
include...
1) The C10/A20 can join an army and get double training (from army commander
and on their own) and guard at the same time.
2) The agent ability will help in escapes if captured.
3) Some encounters are rumored to be more favorable to multi-classed
characters.
etc. etc. etc.
Is it worth an extra 5k to name an M10/E10/A10 on turn 40? Probably not...
but on turn 4, an E10/M20 might end up being pretty damn effective...
