Does anyone know when the character limit is checked? I.E. my nation
has 21 guys. Can I attempt to name new characters against the chance that other characters will die, even though my turn sheet says no new characters are available?

Hi Win have you tried it???
I dont think You can, because there is no slots available during that turn.
They may have done some thing before they died.
all orders that can kill characters happen before the naming orders.
if you try to name, it checks if you have a slot at that time.

Doesn't matter. At the time of the 700 orders, there IS a slot
available. The new character won't be issuing orders until next
turn, right?
Similarly, you CAN name a character (with command skill) at either
725 or 728 AND THEN include him in subsequent orders where required.
For example. You can transfer command and split army to, etc, and then
have other characters move-join his army, etc etc. You'll get your
turn results and the new guy you just named is already an army
commander.
This is standard stuff. Done it many times. Just make sure you spell
the name the same way! If you don't have a unique 5 character id, then
the new characters name will be random, and all the other orders won't
go through...

Yes. If there are less than 21 characters at the time of naming, it
will go through.
