To paraphrase - RD doesnt like the 180 and 185 orders
as they stand - especially for neutrals. A single
(easy?) order should change all relations to tolerant
/ disliked as appropriate. This is better, as it
makes things faster and simpler.
LT has a more imaginative proposition: the current
ratings to be replaced with a sliding scale +10 to
minus10, with relations influenced EITHER 1pt by an
emmy order, or automatically by 3rd party action.
To RD: I dont particularly like the current system -
but better = simpler and faster is not a foolproof
equation. You might as well argue for a natsell order
that lets you sell more than one commodity, or an
inflyour order that, exercised from the capital,
improves loyalty everywhere. In almost all cases,
giving the neutrals a bit of a ball and chain is a
welcome balancing factor.
To LT: I like your idea, but suggest it could be on a
range of +100 to -100, and should be a variable
success order (1-10 pts?) and it should remain a
command order. It is as much about leadership as it
is about persuasion. Also, emmies have enough to do in
the early game, and whereas some nations are very
emmy-poor, most have a spare command order or too.
In this scenario, we could certainly have a variation
of starting relations - eg Dwa / Elves might be +15,
whereas Card / Arth could be +60
