If I have a commander of a navy at sea and at my capital hex, can he/she give orders that require the character to be in the Capital? (i.e. Name new commander)
My recollection is YES.
First, if there’s a harbor, port, or shore, you can issue pretty much any order, no restriction. This includes “army” type orders.
The restriction on naval commanders is that they can only issue army type orders if they could become an army in that hex. So if your navy is sailing along a river in the hills and rough at your capital but there’s no harbor there (such as say, the Quiet Avenger) then you can’t “troop manuvers”, “army manuvers”, recruit heavy infantry, build war machines, “split army” etc.
But even then, nothing prevents your naval commander from issuing other capital type orders, such as naming a new character.
Right, I’d read that on page 26 in the rules book and had understood that for trpman, etc, but was reluctant to make a broad assumption without confirmation based on experience. I will, however, proceed with more confidence that those assumptions were correct.

With regards to issuing orders where you need to be on a pop center, the characters just need to be in the same hex as the pop center, that is sufficient. Travel mode is irrelevant (sailing, walking or with army. You still have to be alive though, Nazguls and Malezar excluded
