Is there any formulae on losing fleets in open seas? Also are the chances
lessened of navy loss if the navy starts and ends in coastal waters?

i think it’s like a percentage per hex of one of a range of encounters ie: storm, lost, monster etc. Once you have one encounter though you only get that one ie: i’ve never read lost and monster kinda thing. Based on that, unless you got #40 you spend as little time in open sea as possible.

PS if you do have #40 you gotta activate it so it takes two orders to get your fleet across the sea, a use mvt artii as well as the 830. Otherwise you can lose the lot.
