Navies Yet Again..

Sitting here, idling my work day by, perusing Bobbins page on my
new guys, the Corsairs, and this question came to mind:

Does a fortified pop center on a river actually stop a navy? Doesn't
make sense to me, frankly, but the good MoS writers claim a pop at
1319 will stop a navy sailing up the river…???

For those in my game, don't read too much into this! That isn't the
only river with fortified pops in the game, now is it? Cheers.

No.

Neither does an army. Only navies and terrain can stop navies.
Likewise, navies do not block army movement.

Mark is absolutely correct, navies stop navies, armies stop armies,
terrain stops everyone. For navies it is moving onto a land hex.
