Could I issue the 375, UpArmr oder to a navy in open water? The
rulebook is vague in this area, "If the navy could not anchor and
become an army, then orders pertaining to the troops or baggage train
may be effected." I don't see why the troops couldn't be issued with
new kit whilst onboard ship.
