Will navy A have to fight navy B to take the pop center? YES / NO
Yes, an army/navy in its own pop center will always defend that pop center.

I would guess navy, but I can't say for sure.

Yes, because B owns the pop center. I don't believe there would be a fight if B did not own the center.

** Sorry, but answer to this one is NO. Navy B will NOT automatically
defend unless given orders to. Otherwise, it will sit off shore and stare
at its pop center as it gets razed to the ground. Yes, I witnessed this
happen.
