I have a couple of simple questions abouts navies, but could not find an answer in the manual.
1- Can a Navy be just Warships or it need at least 1 transport with troops to move as a Navy?
2- A navy is in an Hills & rough hex with a pop center with a Port/Harbor in it. What happens is the Port is sabotaged/destroyed, can the navy move as a Navy?

You need a transport.
If you are a Navy, you are still a navy and are considered on your boats. If the port is sabotaged, you cannot land or issue Army orders.
If your navy is already at the rough hex with a harbor and then it is sabotaged you may still move your navy out one time. You cannot return to the hex, however. Also, if you have Anchored Ships in that hex after the sabotage you can pick up your ships and move them out once.
